About Telecommunications Relay Service
The NZ Relay Service has been running since November 2004. In March 2006, a joint submission was made to the Ministry of Economic Development (MED) as part of the Telecommunications Relay Service Stakeholder Review. A further submission was made in June 2006 recommending that the MED implement a formalised consultation process with the TSO Liable Carriers for the addition of new services to the TRS TSO. In addition to this request, the TCF also believed there needed to be greater transparency around the decisions to introduce new Relay Service products and services. The TCF suggested policy be introduced to assess future Relay Service developments.
The Telecommunications Relay Service Working Party was established in June 2006 and now provides an ongoing forum to discuss TCF ideas or concerns regarding the Relay Service and recommend action to be taken by the TCF.
Submission
A summary of the June 2006 submission is detailed below;
- The TCF supports the primary objectives of the (New Zealand Telecommunications Relay Service (NZTRS) to meet the telephone communication needs of Deaf, hearing impaired and speech-impaired people. Telecommunications offer a powerful way to connect communities.
- In recognition of the open-ended nature of the Telecommunications Relay Service (TRS) TSO Deed and in the interests of ongoing goodwill between TSO Liable Persons and NZTRS stakeholders, greater communication through meaningful consultation should be undertaken with the TSO Liable Persons before the introduction of additional NZTRS services.
- That action is taken to create greater transparency around the process of introducing new products and services and that this information is made available to the TCF.
