Background
As Standard Terms Determinations (STDs) such as UCLL, UCLL Co-location, Backhaul, UBA and Subloop Unbundling was progressively rolled out by the industry and issues related to the respective Operations Manuals and Service Level Terms were identified that required amendment.
This TCF working party provides a forum for members to discuss, and ultimately seek industry agreement of their proposed amendments to the STD documents; before they are submitted to the Commerce Commission for approval. By seeking industry agreement prior to submitting the amendment to the Commerce Commission, it is expected that this will speed up the overall change control process, and add some weight to the proposal.
This Working Party replaces the UCLL, UCLL Co-location and UBA Working Parties.
2011 STD Review
At an industry workshop held on 1 July 2011 the Commerce Commission described the reviews of existing STDs that would be required as a result of the Telecommunications (TSO, Broadband, and Other Matters) Amendment Act 2011 (Amendment Act). It proposed that the Telecommunications Carriers’ Forum (TCF) coordinate the industry review of the existing STD documents and submission of an agreed set of documents. At this workshop the industry agreed with the Commission’s proposal which is consistent with previous STD review processes.
The objective for the TCF was to facilitate an industry review of Telecom’s draft amendments to the existing STD documents and assist in identifying and resolving any issues that may arise in a consultative way outside and in advance of the formal Commission process. The TCF process is designed to help streamline the Commission’s processes and minimise the associated burden on the industry at a peak time.
To complete this objective the TCF established the Telecommunications Amendment Bill (TAB) STD Working Party, under the current STD Change Control workstream to meet weekly to review Telecom’s redrafting of the existing STD documents. Please see below for the full project proposal.
Concluding the review the TCF made two joint submissions which cover the new UCLF Service and the amendments made to the UCLL, UBA and Co-location STD documents. Project Scope
The purpose of the STD Change Control Working Party is to:
a) take a proactive approach where parties in up-front informal discussion can discuss proposed changes to the UCLL, UCLL Co-location, Backhaul, Subloop and UBA Operation Manuals and Service Level Terms; and
b) provide an ongoing forum for industry discussions with the Commerce Commission or the independent recommendation maker (as that term is defined in the STDs) in relation to any proposed changes to the Operations Manuals or Service Levels forming part of the STD’s.
