Background
As part of the Governments wider strategy to increase New Zealand’s global competitiveness, they have set out an objective to invest in ultra-fast broadband (UFB), “to accelerate the roll-out of ultra-fast broadband to 75 percent of New Zealanders over ten years, concentrating in the first six years on priority broadband users such as businesses, schools and health services, plus greenfield developments and certain tranches of residential areas (UFB Objective)1.
In anticipation of the UFB being implemented, the industry is working together and with Crown Fibre Holdings (CFH), to develop a coordinated approach to the operation of services over the networks of the Local Fibre Companies (LFC’s), to ensure common standards apply across all LFC’s and to minimise the risk of interoperability issues arising and there being no common OSS/BSS system to allow the delivery of products and services on a nationwide basis.
About the UFB Working Party
The TCF established the TCF UFB Working Party in January 2010 to support the Government’s UFB initiative with its aim, working in conjunction with CFH, to prepare standards on product, technical, and operational matters where a combined industry-developed solution is desirable.
The TCF UFB Working Party governance structure includes a TCF UFB Steering Group which acts as an ‘umbrella’ overseeing all streams of work under the TCF UFB Program.
Project Scope
The program of work for the TCF UFB Working Party is split into two phases, with phase One – the draft standards on UFB Co-location, Intra-LFC Area Access Backhaul and Ethernet Line Access Services issued for public consultation on 18th August 2010.
The TCF UFB Working Party is continuing its work on the UFB OSS/BSS Business Interaction Model, premise access and radio frequency and multicast considerations, and expects to issue these for consultation in September 2010.

The TCF UFB Working Party members are: Chorus, Commerce Commission, Crown Fibre Holdings, Enable Networks, FX Networks, Internet NZ, Kordia, Ministry of Economic Development, NZRFG, Northpower, TelstraClear, Vector and Vodafone.

Public Consultation on draft Standards
The Telecommunications Carriers’ Forum (TCF) has prepared draft standards on Ultra-Fast Broadband Co-location, Intra-LFC Area Access Backhaul and Ethernet Line Access Services and issued these for public consultation. The draft Standards released are as follows:

Consultation Workshops
As part of our public consultation process the TCF and CFH will be holding workshops in Wellington on the 27th August and in Auckland on 30th August.
The aim of these workshops is to provide an overview of the Standards and inform parties, who may not have been involved in the TCF UFBWP, and also to give interested parties an opportunity to ask questions before making submissions.
