Introduction
The Mobile Messaging Services Code (Code) was endorsed by the TCF in December 2010. The Code sets out the rights and obligations of Content Providers, Aggregators and Telecommunications service Providers for the advertising, promotion and operation of all chargeable and non-chargeable Mobile Messaging Services in New Zealand.
This Code came into effect on 14 March 2011, replacing the Mobile Premium Messaging Services Code.

Background
In February 2008 the TCF endorsed the self-regulated code for Mobile Premium Rate Services. Since then, the New Zealand market for Premium Mobile Messaging Services has changed to include a growing development of non-Premium services.
While the current management of Mobile non-Premium Rate Services is working effectively, TCF members considered that customers, and the industry, would benefit from a self regulated industry code of conduct that would provide stronger and clearer guidelines on the running of non-Premium services.
A Mobile Messaging Services working party was established in July 2009 to create a new code that covers both Mobile Premium and non-Premium Messaging Services. The new code - the Mobile Messaging Services Code, was completed and endorsed by the TCF Board in December 2010.
