The Government has announced it will invest up to $1.5 billion in order to deliver ultra-fast broadband services to 75 percent of New Zealanders within the next 10 years.
It plans to set up a Crown-owned company to drive its investment, which it expects to be matched by private sector money. The company will invest in regional fibre companies to deploy and provide access to fibre optic network infrastructure in 25 towns and cities.
In the first six years it will concentrate on priority users like businesses, schools and health services, plus green-field developments and certain residential areas.
The project is said to be a key part of a wider Government strategy to increase New Zealand’s global – and particularly OECD – competitiveness. We await further details with interest, and look forward to the TCF helping this initiative turn in to reality.
Meanwhile, we are working through the process of appointing a new CEO and we hope to make an announcement in a few weeks.

Customer Transfer Code progresses |
Six submissions on the Draft Customer Transfer Code were received as part of the public consultation process. Their full text is available here.
The Code is intended to ensure seamless transfer of customers’ telecommunication services between service providers, and is closely related to number portability. The working party is in the process of reviewing the submissions. |

Working party looks at strengthening trusted mobile framework |
TCF last month set up a new working party to look into making it safer for mobile phone users to charge goods and services to their phone accounts.
Consumers increasingly use what’s on offer through their mobiles as a regular form of entertainment. The TCF believes customers and the industry would benefit from a cross-network initiative on providing uniform user experience for buying goods and services billed directly to a consumer’s mobile phone.
The working party will review the initiative developed by UK Licensed Mobile Network Operators and adapt it to meet New Zealand industry and regulatory requirements. It will also consider adoption of the PayforIt brand to promote consumer recognition and trust.
It’s expected to finalise a draft Trusted Mobile Payment Framework and Brand by early November.

Community engagement guidelines |
The TFC community engagement guidelines working party has begun work on finalising the guidelines. It held its first meeting to review the 56 submissions it received from individuals and organisations.
The guidelines aim to standardise and enhance how operators engage with managers of public facilities and people living in residential areas near new or about-to-be upgraded wireless sites. They will ensure everyone concerned gets full and accurate information.

Mobile messaging guideline work begins |
Work is underway on drawing up guidelines for non-premium mobile messaging. Working party members are Fronde, Mobile Messenger, Modica, Sybase, Telecom, The Hyperfactory and Vodafone.
TCF members believe customers and the industry will benefit from a self-regulated industry code that provides strong, clear guidelines on running non-premium services.
A draft code is likely to be ready for consultation by December 2009.
