This month's Broadsheet provides information on the new TCF Ultra-Fast Broadband working party, the Premises Wiring Code recently endorsed by the TCF and an update on the Numbering Management Submissions received.

The new year is just over two months old and already a lot is happening. The issue of the moment that is exercising many people's minds is ensuring that people with cellphones can still make emergency service calls even when their host network has failed. The Emergency Service Calling Working Party is addressing this issue with the objective of ensuring that people can successfully make emergency calls whenever they need to.
The other issue that is attracting much attention is the preparation of standards for the Ultra Fast Broadband initiative. A working party has been established and is working away developing the standards needed to ensure that the networks that will be partially funded by the Government will deliver the product and services that customers need and want.
We have received the submissions on our proposal to bring the NAD number management functions under the TCF. The Working Party has had its first meeting to consider the submissions and started considering what changes are appropriate.
Finally I want to mention some changes in the ONZL office. ONZL provides the administrative support for the TCF and fulfils the Forum Administrator function. We say goodbye to Nikki Terrris (who briefly took over from Lizzie Bates) and Anna Hadfield. We welcome Elna Meller who among other things looks after me and is someone that many of you will be talking to in coming months.

Ultrafast Broadband Working Party Meets |
|
The TCF working party set up to develop national standards for the Government’s $1.5 billion ultrafast broadband (UFB) initiative and its work is now well underway.
The UFB working party has 10 members -Chorus, Telecom, TelstraClear Vodafone, Kordia, Vector FX Networks,, NZRFG, North Power and Enable Networks. In addition, representatives from the Ministry for Economic Development and the Commerce Commission are taking part as observers.
The UFB working party has identified the issues that need to be addressed and it is now in the process of revising the time-line for the project. The working party will appoint a steering group to oversee the work programme.
The Government has made a commitment to accelerate the roll-out of ultrafast broadband services to 75 percent of New Zealanders within the next 10 years.

Premises Wiring Code of Practice Endorsed |

The TCF board has endorsed the Premises Wiring Code of Practice, which is intended to “future-proof” the wiring in homes and small offices.
The code sets minimum requirements, acceptable practices, verification and qualification testing, and compliance certification. It is expected to be adopted by professional installers such as electricians and satellite service companies.
The new Premises Wiring Code of Practice was developed to make sure that the wiring in homes and small offices will be capable of supporting next-generation broadband services once they become available.
The code was drawn up by a working party made up of representatives from Chorus, Orcon, Telecom Retail, TelstraClear, Vector Communications, Vodafone, Telecom Wholesale and WorldxChange. The code was released for public consultation in October 2009. Five organisations made submissions on it.

Submissions on Numbering Management |
Several organisations have made submissions on proposed changes to the way New Zealand’s telecommunications numbering resources are governed and managed.
Under the proposed changes, the current Number Administration Deed (NAD) management committee and numbering subcommittee would be replaced by a permanent TCF working party to be called the Numbering Management Group.
Submissions on the three discussion documents outlining the proposed changes closed on February 5.
