The TCF is establishing a working party to look at protection from fraud and misuse of telecommunications services.

International Revenue Share Fraud (IRSF), including PABX hacking, has risen to epidemic levels over the past nine months. Some telecommunications providers have experienced a 4000% increase in IRSF since January 2013.

The TCF will look to work jointly with the Australian Communications Alliance to develop protocols to eliminate IRSF from Australasia by seeking regulatory support from telecommunications regulators to withhold fraud related interconnect payments. The TCF will also seek to reach agreement with interconnect partners / carriers for a model similar to that adopted by European countries under BEREC’s Universal Service Directive.

The Working Party will meet early next year to scope the project further.
