The New Zealand Telecommunications Forum (the TCF) has approved changes to the TCF Product Disclosure Code (the Code), previously the Broadband Product Disclosure Code.
This Code assists Consumers with comparing different product offerings, by setting out principles that service providers should adhere to when disclosing information about their plans.
The Code specifies the minimum obligations for providers supplying these plans including, where specified, prescribed words and terminology which must be used when communicating with Consumers, particularly through the ‘Product Description (previously referred to as Offer Summary)’ and Plan Cards.
In October 2025, the Commerce Commission issued Product Disclosure – Price and Cost Guidelines. The Guidelines recommended the TCF update the existing TCF Broadband Offer Summary template, which formed part of the TCF Broadband Product Disclosure Code.
The TCF has introduced new requirements for product ‘Plan Cards’ and average monthly pricing information and is progressing with future improvements to allow for inclusion of mobile plans. The Offer Summary template has been updated and renamed to the more consumer-friendly term ‘Product Description’.
