NZ mobile operators roll out pre‑call announcements to help 3G‑reliant customers take action ahead of shutdown

As New Zealand’s 3G network shutdown approaches, the country’s mobile operators are stepping up direct outreach to customers who may still be using 3G‑reliant devices. One key tool being used is pre‑call announcements, also known as Recorded Voice Announcements (RVAs). These are short, targeted messages that play before a call connects for customers identified by their provider as still potentially relying on 3G mobile devices. 

“Pre-call announcements are being introduced by operators as part of our plan to ensure a smooth transition. Some will be ramping up the frequency of messages as we get closer to each operator’s shutdown date while others are already playing the message to all impacted customers. This approach has proven effective in prompting action, and we’ve taken the learnings from Australia’s experience.” says TCF CEO Paul Brislen.

“If you hear a pre-call announcement, it means we’ve identified that your device may be affected by the 3G shutdown and we want to help you stay connected. Please take a minute to follow the steps or free text 550 with the message ‘3G’ for clear instructions on what you need to do to stay connected.”

For some customers, a settings update on their device is all that’s needed to ensure calls are made over 4G. Others may be using older devices that won’t work after the 3G shutdown for texts, data and emergency 111 calls and these will need to be replaced. To stop hearing the message, customers should either update their settings or move to a compatible device.

“If you need help in person, you can visit your provider’s store or call their support team. They will be able to help with settings and affordable device options for customers who may need extra assistance. If you’re in the upgrading cohort, please recycle your old phone through New Zealand’s RE:MOBILE mobile phone recycling scheme to keep valuable materials in use and ensure harmful components are kept out of landfill”, urges Brislen. 

The industry is committed to continued outreach to customers who may not be aware of the upcoming shutdown or understand what they need to do. Alongside RVAs, mobile operators are using direct texts, emails, mobile alerts, letters and brochures to engage with affected customers. The 3G public awareness campaign is being supported by engagement with community organisations representing vulnerable customers including seniors, healthcare providers, rural communities and digitally excluded consumers to help ensure no one is left behind. 

While most New Zealanders are already using 4G or 5G-compatible devices and won’t need to take any action, anyone with a 3G-reliant phone or ‘other’ device may be affected. This includes tablets, medical alarms, security alarms, business equipment, vehicle trackers and other connected IoT devices. It also includes any devices still using the 2G network which is also being shutdown.

Notes:

From the end of 2025 New Zealand’s mobile operators (2degrees, One NZ and Spark) will be shutting down their 3G networks. This will continue into early 2026 with individual operator dates varying. This big change is part of a global upgrade to 4G and 5G technology, to deliver a more reliable experience for consumers and future-proof connectivity. 

It is important to check your phone and other devices now to ensure you stay connected into the future. If your phone still relies on 3G for calling, you will not be able to make calls or texts, including 111 emergency calls after the shutdown. Free-text 550 with the message ‘3G’ today to check your mobile device today and make sure you stay connected into the future.
